What is a Comprehensive Plan?

A comprehensive plan (Comp Plan) is a policy document that details Indiana Borough’s long-term vision and goals and outlines the steps necessary to achieve them. The Plan is an expression of the community’s vision for the future and a roadmap to reach the vision. Comp Plans outline challenges facing the community, identify solutions, and provide guidance to appointed and elected officials on planning-related decisions. The best Plans are those that have the support of the broader community. They are a living document that grows and changes with the community.

What is a Comprehensive Plan Update?

While the planning horizon for a Comp Plan is typically 20-30 years, it's important to review and update the plan often to ensure the vision described in the Plan is still the vision residents have for their community. Indiana Borough’s existing Comprehensive Plan is 12 years old. Many of the Plan's goals have been completed and new opportunities have been presented. With extensive public participation, residents will refresh the community’s vision and create a blueprint that outlines the steps needed to achieve a new vision for the future.

Indiana 2030: Tomorrow Together

The update of the Borough’s comprehensive plan is titled Indiana 2030: Tomorrow Together. The project started several years ago when the Borough’s Planning Commission began updating the 2011 Comprehensive Plan several years ago. In 2022, a consultant team from Stuart Group Consulting, LLC was brought onboard he help guide community outreach and develop the final plan document. Goals for the update project included creating a document that was fun to read, easy to understand, and reflective of the hopes and dreams of residents.

Who is Leading This Project?

The Indiana Borough Planning Commission is responsible for guiding the development of all long-range, comprehensive planning for the municipality. However, for a project this big the Commission has organized a formal Steering Committee to help guide the initiative. The Steering Committee is appointed by Indiana Borough Council, who is overseeing the effort. Council will adopt the Plan once it is complete.
